ALABAMA
Statute:
The board may grant a temporary license to an applicant who meets qualifications for licensure except that the applicant has not taken the PANCE exam for the first time or the applicant has taken the exam for the first time and is awaiting the results. Temporary license valid for one year from date issued or until results of exam are available or until the board makes a final decision on applicant's request for licensure, whichever comes first. Temporary licensees will not be granted prescriptive privileges, allowed to practice without direct, on-site physician supervision, or allowed to practice in a remote practice site (these restrictions may be waived by the board). Regulations:
1. The board may grant a temporary license to an applicant who meets the qualifications for licensure as a physician assistant except that the applicant has not yet taken the Physician Assistant National Certification Examination (PANCE) for the first time or the applicant has taken the PANCE and is awaiting the results.
2. A temporary license is valid:
a. For one year from the date of issue, or
b. Until the results of an applicant's examination are available, or
c. Until the board makes a final decision on the applicant's request for licensure as a physician assistant, whichever comes first.
3. Physician assistants granted temporary license will not be granted prescriptive privileges, allowed to practice without direct, on-site physician supervision, or allowed to practice in a remote practice site.
4. The board, in its discretion, may waive the requirement(s) in paragraph (3) of this rule.

CALIFORNIA
Statute:
Graduate of approved program who has filed an application with the committee may, between the date of receipt of notice that the application is on file and the date of receipt of his or her license, practice as a PA on interim approval under the supervision of an approved physician. Applicants shall notify the committee in writing of any and all supervising physicians under whom they will be performing services prior to practicing under interim approval.
If applicant fails to take or pass the next exam or fails to receive a license, interim approval privileges cease upon written notification from the PAC. Applicant must prove he has applied to take exam and has requested results sent to PAC. Failure to pass exam presumed if results not provided within 30 days after scores released. - CAL. BUS. & PROF. (b) The supervising physician(s) is (are) licensed in good standing in the District of Columbia with no pending disciplinary or criminal charges in any jurisdiction relating to the physician's (physicians') fitness to practice.

FLORIDA

KENTUCKY
Statute:
The board shall promulgate administrative regulations relating to the licensing and regulation, including temporary licensing, or PAs. - KY. REV. STAT. ANN. § 311.842
(1) The executive director may issue a temporary license which shall entitle the holder to practice as a PA for a maximum of six (6) months from the date of issuance unless the temporary license is canceled by the executive director, who may cancel it at any time, without a hearing, for reasons deemed sufficient with appropriate consultation with the president, and who shall cancel it immediately upon direction by the board or upon the board's denial of the holder's application for a regular license. The temporary license shall not be renewable.
(2) The executive director shall present to the board the application for licensure made by the holder of the temporary license. If the board issues a regular license to the holder of a temporary license, the fee paid in connection with the temporary license shall be applied to the regular license fee.
(3) If the executive director cancels a temporary license, he or she shall promptly notify, by United States certified mail, the holder of the temporary license at the last known address on file with the board. The temporary license shall be terminated and of no further force or effect three (3) days after the date the notice was sent by certified mail.

Any individual who holds a baccalaureate degree and who has completed a PA program approved by the Board, but who has not yet passed the NCCPA exam, may obtain a temporary certificate if: (a) He or she graduated from said PA program not more than two years prior to the date of application for said temporary certificate; (b) He or she submits proof satisfactory to the Board that he or she meets all of the requirements for registration as a PA except for passage of the certifying examination; and (c) He or she certifies in writing, to register for and take the next available administration of the NCCPA exam.
If the individual passes the NCCPA exam, the temporary certificate shall remain valid and in effect until such time as the Board has issued a permanent certificate. In the event the individual fails the certifying examination, the temporary certificate shall remain valid and in effect, provided that said individual submits a new written certification that he or she has registered to retake the certifying exam on a date not more than two years from the date of his or her graudation from an approved PA training program. Upon submission of such proof of registration to retake the certifying examination, the temporary certificate issued to said individual shall remain valid and in effect until the results of said re-examination are published. A PA with a temporary certificate, may prepare a written or oral prescription or medication order for a patient, provided:
(a) The order is signed by his or her supervising physician, or by another licensed physician who has been designated to assume temporary supervisory responsibilities with respect to that PA, prior to the issuance of said prescription or medication order to the patient; (b) Any such oral prescription or medication order is approved, in writing, by his or her supervising physician, or by another licensed physician who has been designated to assume temporary supervisory responsibilities with respect to that PA, prior to the issuance of that oral prescription or medication order; and (c) All such oral or written prescriptions or medication orders are issued in the name of the supervising physician, and are otherwise issued in accordance with all applicable state and federal laws and regulations. - MASS. OKLAHOMA
Statute:
The Secretary of the State Board of Medical Licensure and Supervision is authorized to grant temporary approval of a license and application to practice to any physician and PA who have jointly filed a license and application to practice which meets the requirements set forth by the Board. Such temporary approval to practice shall be reviewed at the next regularly scheduled meeting of the Board. The temporary approval may be approved, extended or rejected by the Board. If rejected, the temporary approval shall expire immediately. - OKLA. STAT. tit. 59 § 519.7
Regulations:
The Secretary of the Board, after review of the initial application by the Physician Assistant Committee chairperson or designee, may grant temporary authorization for an individual who has passed the examination for PAs to practice as a physician assistant for a period not to exceed one (1) year from the date of initial application. Initial applications shall be reviewed at the next regularly scheduled meeting of the Board and may be approved, extended or rejected by the Board. If rejected, the temporary approval shall expire immediately and notification of such action shall be sent to the supervising physician by certified mail. A temporary authorization to practice may not be renewed. PAs practicing under a temporary authorization shall not be permitted to practice in remote patient care settings except when the application has been reviewed and approved by the Secretary of the Board and Physician Assistant Committee chairperson. The supervising physician shall review the care given to every patient seen by a PA practicing under a temporary authorization and countersign every patient chart within 72 hours of the care being rendered except in remote patient care setting when the application has been reviewed and approved by the Secretary of the Board and Physician Assistant Committee chairperson. - OKLA. OREGON
Statute:
The Oregon Medical Board may grant a limited license to a PA if the applicant meets the qualifications of the board, the application file is complete and no derogatory information has been submitted but board approval is pending or the PA is changing employment or supervising physicians. - OR. RHODE ISLAND
Statute:
A graduate of an approved PA program who has filed an application may, upon receiving a receipt from the department, perform as a "graduate PA." If the applicant fails or fails to take the next succeeding NCCPA exam without due cause, all practice privileges automatically cease. - R.I. GEN. LAWS § 5-54-9.1
Regulations:
A graduate of an approved PA program who has filed a completed application, except for exam scores, may perform as a "graduate PA" with a receipt from the department. SOUTH CAROLINA
Statute:
The board may issue a limited license to an applicant who meets qualifications for licensure except the applicant has not yet successfully completed the NCCPA exam. The applicant must have never previously failed two consecutive NCCPA certifying examinations and has registered for, or intends to register to take the next offering of, the NCCPA examination.
A limited license is not renewable and is valid only until the results of a limited licensee's two consecutive NCCPA exams are reported to the baord. When a limited licensee has failed two consecutive NCCPA exams, or has failed one exam and does not take the next offering of the exam or, after appliying for a limited license fails to register for the next offering of the exam, the limited license is immediately void and the applicant is no longer eligible for further limited licensure.
The supervising physician of a limited licensee must be physically present on the premises at all times when the limited licensee is performing any task.

Statute:
Board may issue temporary license to PA program graduate who is accepted to take the exam or is awaiting results of the first exam for which he was eligible after graduation. Temporary license may be issued only once, for no more than 120 days. It expires upon failure to pass exam, issuance of regular certificate, or expiration of term of permit. TENNESSEE
Statute:
Graduate of accredited program may receive a temporary license from the board allowing him to function as and call himself a PA;
- for 15 months immediately following graduation to allow opportunity to attempt exam, and
- for one additional year thereafter in which to take and pass exam if unsuccessful on first attempt.
Regulations:
Graduate of accredited program who is awaiting opportunity to take exam may be issued a temporary license. Valid for only the 15 month period immediately following graduation. PA failing first exam who cannot take exam again during time remaining on initial temporary license may seek 1 year extension. Temporary license valid only for those who are attempting to take exam. Statute:
The board may issue a temporary license to an applicant who has graduated from an approved program no more than 6 months previous to the application and is waiting for examination results from the NCCPA. VERMONT
Statute:
Temporary certification may be issued to first-time applicant who has graduated from PA program or completed apprenticeship, for the purpose of allowing practice until applicant takes NCCPA exam or board evaluates qualifications. Temporary certification may be issued if applicant is applying for first-time certification in Vermont and applicant has graduated from board-approved PA program and applicant is eligible and has applied to sit for the first NCCPA examination. Statute:
Pending the outcome of the next exam administered by NCCPA, the board may grant provisional licensure to graduates of physicians' or podiatrists' assistants programs approved by CAHEA or the Education Committee of the American Podiatry Association. When graduate of approved program submits job description and application for osteopathic PA certificate to the board, board issues temporary certificate allowing applicant to function as osteopathic PA for one year. Temporary certificate may be renewed for one year upon request of the supervising physician.
